Simulation Exercises

What is a Simulation Exercise?
  Practice activity that places participants in a simulated situation requiring them to function in the capacity expected of them in a real event

Aim of Simulation Exercise

- In line with Sendai Framework - Priority 4: Enhancing disaster preparedness for effective response, and to “Build Back Better" in recovery, rehabilitation and reconstruction

- Promote preparedness by testing policies, plans, SOPs                                          

- Reveal planning weaknesses

- Reveal gaps in resources

- Clarify roles and responsibilities

- Train personnel

Process of conducting Simulation Exercise

Simulation Exercise occurs in three phases: (i) Planning & Preparation, (ii) Conduct of exercise and (iii) Post Exercise

(1) Planning and Preparation

i.Establish the groundwork.

•Identify vulnerable regions prone to Flooding and Tsunami

•Sensitisation of inhabitants to participate in the Simex

•Site Visits with stakeholders/Local Authorities

ii.Exercise development

•Several Meetings held to discuss on roles, responsibilities & logistic arrangements

•Exercise Scenario

•Mobilise of the vulnerable groups

•Identify assembly points, safe haven, evacuation route, emergency shelters

(2) Conduct of Exercise

Testing of the Contingency Plans and CDRTs
Manning of NEOC & LEOC
Deployment of stakeholders as per their SOPs
Setting up of Incident Command Post/Mobile Command Post
Observers to evaluate the exercise
Ensure compliance with safety and health issues
Press coverage
(3) Post Exercise
Debriefing session with all stakeholders/participants
Identifying shortcomings and areas where need to improve
Review of Plans as applicable
Sensitisation and awareness
